Dr. Levy has over 10 years of experience working with industrial clients, attorneys, and regulators.  His areas of practice include environmental due diligence, site acquisition and divestiture, subsurface environmental investigations, vapor intrusion and air quality assessment, chlorinated solvent characterization, and site remediation.  Before joining Gradient, Dr. Levy completed numerous assignments in the US, France, and Spain, including environmental site assessments, risk assessments, and second opinion reviews, as well as the pilot testing, design, and construction oversight of remediation systems.

Representative Projects

Vapor Instrusion Assessment:  Provided technical assistance related to the fate and transport of PCE in the subsurface of a commercial property. Reviewed historical groundwater quality data and critiqued existing vapor intrusion screening levels used by the regulator.  Conducted modeling and risk evaluation to assess the potential for the vapor intrusion pathway to be completed in off-site, downgradient residential areas.  Assisted client with communication and negotiation efforts with the regulator.

Insurance Recovery Claim:  Provided technical expertise related to the fate and transport of chlorinated solvents, PCBs, and other contaminants in the subsurface of a former industrial site.  Reviewed historical environmental investigations and other records dating back to the 1940s to develop a conceptual model of contaminant release and migration in groundwater.  Evaluated the reasonableness of remedial actions undertaken to contain the contaminant plume and mitigate other exposure pathways.

Remediation Oversight:  Assisted the client with the coordination of remedial operations and maintenance activities at a Superfund site, communication with US EPA and contractor in charge of pump-and-treat system operations, and the review of investigation reports completed on behalf of other parties to characterize a chlorinated VOC plume present beneath the site in overburden and bedrock aquifers.

Perchlorate Litigation Support:  Conducted a comprehensive records review and implemented a program of field activities to support litigation related to the presence of perchlorate in groundwater from a municipal water supply well, which was alleged to be the result of blasting conducted at an adjacent property. 

Engineering Review:  Conducted an evaluation of a cover system and a groundwater pump-and-treat system associated with a former wastewater impoundment to assess a third-party claim that the integrity of the cap and groundwater remediation performance had been impacted by groundhog burrowing. 

Cyanide Claim Evaluation:  Assisted client with handling a claim from a water resource authority that the client’s plant had discharged cyanides to an off-site stormwater basin and should pay for sediment disposal costs.  Reviewed sampling data, estimated remedial costs, and conducted negotiations with the water authority.

Acquisition Support Services:  Oversaw environmental due diligence at four manufacturing plants in France and Spain.  Scoped and coordinated subsurface site investigations.  Assisted client and counsel with determining non-compliance with local environmental regulations and negotiating with seller.  Facilitated interactions between plant personnel, seller’s consultants, and regulatory authorities.
