Mr. Dubé is a scientist and consultant with over 20 years of experience in product safety evaluation, food safety, and data generation to refine exposure to substances.  At Gradient, Mr. Dubé directs and manages food ingredient safety evaluations and food contact migration studies in support of regulatory submissions to US FDA.  He also provides technical, regulatory, and management expertise to develop toxicology and exposure data for substance registration in the EU, US, and China, and pesticide registration with US EPA.

Representative Projects

GRAS Notification:  For a salt manufacturer, prepared and submitted a notice to US FDA demonstrating that use of a sea salt product for food flavoring in general, including meat and poultry, was GRAS.  US FDA provided a "no questions" letter in response to our notice.

Regulatory Approval of Inert Ingredients:  For a consortium of pesticide registrants, prepared an aggregate risk assessment and regulatory analysis for a proposal to US EPA to streamline its approval of fragrance components used in pesticide products for food-contact use. 

Development of Risk Management Tool:  For an energy research association, managed and co-authored two large studies concerning a novel decision tool for closing coal ash surface impoundments based on assessment of relative impacts to health, safety, and the environment. 

REACH Registration:  For an energy services company, placed and managed assorted in vitro and in vivo toxicity studies and used results to assess substance safety and to meet registration requirements.

Safety Assessment of Infant Care Products:  For a personal care product company, evaluated and critiqued existing health assessment frameworks to identify best practices for evaluating risks associated with ingredients in infant care products.  Our analysis included best practice recommendations regarding exposure assessment, toxicity endpoints, data requirements, and filling data gaps.

Exposure Assessment for Industrial Chemical Release:  For outside counsel to a water treatment plant, managed project and contributed to an expert report regarding variability in exposure to industrial chemicals that contaminated a public drinking water distribution system for an alleged class of residents.

Exposure Data Generation: In collaboration with US EPA, designed and oversaw a human volunteer study to develop exposure data for an antimicrobial preservative used in outdoor treated wood applications.  US EPA used our data to refine its risk assessment of treated wood structures.

Risk Assessment and Activity and Use Limitation:  Prepared a human health risk assessment and activity and use limitation for a commercial property impacted by petroleum and metal constituents, to demonstrate risk below regulatory limits and to allow continued use of the property.
