Ms. Zhang is a senior toxicologist specializing in managing, conducting, and implementing chemical-specific toxicological hazard evaluation and registration of new chemicals for compliant Safety Data Sheets.  She applies a critical eye in evaluating and identifying hazards of chemicals according to criteria set by several regulatory bodies: United States, Canada, New Zealand, Australia, European Commission, Brazil, and United Nations. Ms. Zhang also played a vital role in spearheading the application of bridging principles in the determination of product-level hazard classifications as well as implementing jurisdictional-specific SDS disclosure requirements. Prior to Gradient, she worked at the Fox Chase Cancer Center designing and conducting translational bench research with promising applications to human bladder cancer treatment. Ms. Zhang also spent time at the United Nations Convention of Long-range Transboundary Air Pollution evaluating country-specific air quality violations, in addition to developing project proposal to implement legislations aimed at emission reduction for the country of Azerbaijan.

Representative Projects

Toxicological Hazard Evaluation: Managed a large team of human health/ecological toxicologists and chemists to provide toxicological hazard evaluations of thousands of chemicals per the Globally Harmonized System of Classification and Labeling (GHS). Identified appropriate read-across in the absence of toxicological data. The hazard evaluations were used for compliant safety data sheets (SDSs) in various international jurisdictions (e.g., North America, Europe, Asia, Australia, etc).  Spearheaded the application of bridging principles in the determination of product-level hazard classifications, advising storage, disposal, release requirements, and analyzing jurisdictional-specific SDS disclosure requirements.

New Chemical Registration: Prepared human health and environmental assessments for new chemical registration under United States' Toxic Substances Control Act (TSCA) and Asia-Pacific.

TSCA Compliance Assessment: Evaluated and implemented plans for ongoing United States Toxic Substances Control Act (TSCA) compliance in regards to chemical substance inventory, import and export requirements, significant new use rules, and chemical substantial risk notice. Managed team of compliance experts and information technology (IT) programmers in creating a customized IT program to evaluate and auto-comply with TSCA import and export requirements for all products.

Comments on TSCA Draft Rules: In coordination with the Humane Society of the United States (HSUS), provided written comments to US EPA regarding the draft chemical prioritization and risk evaluation rules. The comments were reflected in the revised rule that revised the chemical prioritization approach and emphasized the importance of non-animal testing alternatives. 

Safety Data Sheet and Label: Evaluated Safety Data Sheet (SDS) Requirements and provided SDSs and labels for natural food colorant products according to Occupational Safety and Health Administration (OSHA) 2012 Standard. Summarized requirements for a Hazard Communication Plan and Worker Training program under OSHA for worker health and safety training.

GreenScreen® Assessments: Evaluated alternative substances to copper-based antifouling paint for boats using the GreenScreen® for Safer Chemicals framework.
