Ms. Petito Boyce is an environmental health scientist with 30 years of experience in evaluating health effects, analyzing chemical fate and exposure, and assessing risks associated with toxic chemicals.  She has applied her technical expertise to developing innovative exposure and risk assessment methods, conducting site-, workplace-, and product-specific exposure and risk analyses; and determining effective risk mitigation measures for contaminated sites and other exposure settings.  Her diverse experience also includes developing negotiation and litigation strategies; representing clients in public presentations, technical meetings, and negotiating sessions to support regulatory processes and litigation; and planning and overseeing effective field investigations and remedial design efforts.  Ms. Petito Boyce has published numerous articles and made many presentations on exposure and risk assessment topics.  She has also actively participated in regulatory policy review processes and has critically reviewed documents addressing issues such as health risks associated with lead exposures, risk assessment applications of Next Generation toxicity testing and associated interpretation techniques, and approaches for assessing petroleum-contaminated sites.

Representative Projects

Health Impact Evaluations for Power Plant Complex: Assessed health impacts of a power plant complex to support preparation of an Environmental Impact Statement, including consideration of multimedia environmental monitoring and modeling data, risk assessment results, and other relevant scientific and health information.

Critical Review of Regulatory Analysis: Critically reviewed the scientific validity of the approach US EPA used to quantify health co-benefits when assessing the impacts of the Clean Power Plan, and assessed the role that the co-benefits played in US EPA's overall cost-benefit conclusions.

Chemical Screening Program Development: Conducted peer reviews of exposure and health effects components of pilot and primary program Screening Health Assessment Documents for numerous chemicals to assist Health Canada in developing and implementing a sound program for evaluating potential exposures and human health risks posed by existing chemicals in commerce.

Regulatory Review and Comment: Reviewed regulatory documents issued by US EPA (regarding air quality standards), OSHA (regarding occupational standards), the European Chemicals Agency (regarding lead in children’s and fashion jewelry), and California EPA (regarding soil in school yards). Prepared written comments, focusing in part on available information regarding potential health effects associated with low-level lead exposures.

Risk Evaluations for Former MGP Site: Assessed the health risks associated with potential exposures to benzene and PAHs resulting from recreational activities in the vicinity of a former manufactured gas plant site.

Risk-Based Remediation Support at Industrial Site: Provided strategic and technical support in conducting RI/FS activities, including synthesizing site data and historical site information to identify potential sources for petroleum hydrocarbon contamination at the site, designing and overseeing field investigations, preparing site reports, and participating in negotiations with regulatory agency staff.
